२. Formation & Background

After the historic first full Maha Kumbh Mela at Chatara Dham in BS 2059, organized under the leadership of Nepal's first historic Jagadguru, Anantashree Vibhushit Shri Balsant Mohansharan Devacharya Maharaj, and the successful Ardha Kumbh Mela of BS 2064/65, the need was felt for an empowered government body to develop the vast spiritual region — "Brihattar Barahakshetra" — linking numerous mythological and historic sites within it, including the Barahakshetra temple, Guptavaraha, Chatara Dham, Aulia Baba, Pindeshwar, Budhasubba, Ramdhuni, Vishnupaduka, and Mainamaini.

On his initiative, and as per the decision of the Council of Ministers under the then Government of Prime Minister late Girija Prasad Koirala, the "Brihattar Barahakshetra Development Committee" was established in BS 2066.

Initially the committee was established under the federal Ministry of Culture, Tourism and Civil Aviation. It currently operates under the Ministry of Social Development, Government of Koshi Province.
